On February 11, at Bishkek Academy of Finance and Economics, in a solemn ceremony the Progressive Initiatives Fund Premium “Akyl Tirek” (“the ideological breakout”) was awarded to Mr. Shamil Esenzhanovich Atakhanov – the founder of BAFE, chairman of the BAFE Board of trustees, professor, creator of the country’s first non-state pension fund for his fundamental and unique work entitled “Problems of optimization of pension provision in the Kyrgyz Republic.” B. 2015.

This research fundamental work is dedicated to the one of the most relevant themes of democratic reforms in our country, in which Sh. E. Atakhanov, from his point of view, outlined five the most important problems in the pension sector of our country. They are as following: the stability of the pension system; receiving pensions by farmers, as well as the self-employed and other categories of citizens; basic part of pensions; the percentage accumulative contributions to the Social Fund; and last thing – organization of specialists training and scientific research base of pension provision. The most acute problems of the pension reform in Kyrgyzstan have not only affected in this scientific work, but there are offered real ways out of the situation.

In the hall, which brought together students, undergraduates, teaching staff and academy staff – the founder of the Progressive Initiatives Fund, famous entrepreneur, art patron and social activist Salymbekov Askar Maatkabylovich has personally congratulated Professor Sh. E. Atakhanov with the “Akyl Tirek” Premium, noting the invaluable contribution of his scientific work in the reform of the social sphere of society. He also emphasized the successful work of “Akyl Tirek” premium laureate Sh. E. Atakhanov at his high government positions in the recent past, he expressed a hope that his creativity will manifest itself more fully, and we will see new works of Sh. E. Atakhanov. In his turn, Sh. E. Atakhanov thanked the direction of the Progressive Initiatives Fund for the high appreciation of his work, as well as for the support of capable and initiative students of the Academy. He handed A.M. Salymbekov the works of the BAFE teaching staff, published in 2015, in order to avail and use by the Fund in its activities.

The speakers emphasized the desire for closer cooperation between the parties.

At the ceremony also participated the Progressive Initiatives Fund Executive Director A.Zh. Zhumadilov and manager N.S. Tursunalieva.

On behalf of all those present at the ceremony, BAFE Vice Rector for Academic Affairs and Science, Docent, Assoc. Dzhumabaeva Marina Zaripbekovna congratulated Sh. E. Atakhanov with the “Akyl Tirek” Premium and wished new creative successes.

In conclusion, professor Sh. E. Atakhanov delivered a lecture on the problems of the pension reform of the republic, the lecture was listened to with great attention.
