On July 10, 2015 the Bishkek Academy of Finance and Economics with the support of  Fund named after Konrad Adenauer held a round table on the topic “Promotion of a culture of quality in higher education of Kyrgyzstan: the content and technology of self-educational organizations.”

The meeting was attended by the regional authorized representative of the fund in Central Asia T. Kunze, head of strategic planning and monitoring of the Ministry of Science and Education of the Kyrgyz Republic L. Marchenko, professor at the Moscow Institute of Business and Law A. Zybkin, rector of BAFE, a national expert on Higher Education Reform in Kyrgyzstan, Assoc . Svetalana Sirmbard, Chairman of the Public Council of the Ministry of Education and Science of Kyrgyz Republic A. Bakirov, independent educational consultant C/ Omurkulova.

BAFE Rector Assoc. Svetlana Sirmbard during her presentation on the topic “Documentation of quality assurance of educational programs”, shared the experience of the Academy to organize an education quality system within projects of TEMPUS (CANQA and DOQUP), implemented in the universities of Central Asia with the financial support of the European Union. As a practical example of implementation of electronic documentation for quality assurance of education programs, the head of the BAFE Educational Department Nurkyz Suyerkulova presented online platform developed within the DOQUP project, where you could see how the information is gathered, objectives and expected results of each discipline, as well as evaluation methods.

A presentation of the professor of the Moscow Institute of Business and Law A. Zybkin on “Approaches to the organization and holding of self-assessment in the universities of the Russian Federation” was also presented to round table participants attention, during which issues relating to the transparency of higher education, publicity the self-evaluation of universities, mandatory monitoring of results from Rosobrnadzor and the creation of research centers at each educational institution were highlighted.

A. Akhmatova, a member of the Public Council of Ministry of Education and Science of the Kyrgyz Republic, noted that most of universities of our country prepare self-assessment reports formally, which mostly reflected quantitative indicators and the lack of understanding by administrative management objectives of self-esteem.

Alykeev, head of quality department of the Kyrgyz national Agrarian University named after K. Skryabin, during the discussion, noted the need to begin work on the implementation of self-assessment in the universities from 01/09/2015, since the introduction of independent accreditation requires a thorough analysis of the activities of universities and the additional time to prepare the documents.

After the presentations, time was allotted for questions and discussion. Round table participants noted the need for such activities, because the majority of the representatives of the academic community of the Kyrgyz Republic at this stage not yet have a clear idea about the content of the quality of higher education and its guidelines, and it is absolutely clear that it is necessary to provide training for the organization of self-esteem and to prepare for accreditation not only in the universities themselves, but also to prepare experts for accreditation in the country.
